UNEB, NCDC Clash Over International Curriculum Vetting & Approval

Bridge International has been criticized for classrooms that are partially built

The Uganda National Examinations Board has cast doubt on how the National Curriculum Development Center (NCDC) will vet and approve the curriculum for international schools in Uganda.

According to Clause 2 of the National Curriculum Development Centre Amendment Bill 2020, all courses and subjects taught by international schools in Uganda will be vetted and approved by the NCDC if the Bill is passed into law.

Two weeks back, NCDC Executive Director, Grace Baguma revealed to Parliament’s Education Committee that clause 2 of the Bill seeks to amend section 2 of the Act to provide for other functions of the Centre, including vetting and approving any international curriculum to be used in Uganda before registration and licensing of the institution or school that intends to use the curriculum.

She noted that they are bringing it on board so that before these schools can registered and licensed, their curriculum must be vetted to conform to the norms and beliefs of the country.

Appearing today to the same committee to give their opinion on the same bill today, UNEB Executive Secretary, Daniel Odong cast doubt on the move by NCDC given the fact that a number of countries have curriculums of which they have to follow in foreign countries to enable their students to catch-up when they return to their countries. He gave an example of the curriculum followed by Cambridge schools (British),  Indian schools  among others and asks how NCDC will harmonize all those curriculums to meet with the Uganda’s curriculum
