Government of Uganda (GOU) has concluded the evaluation of Applications for Qualification (AfQ) for the six firms that submitted the AfQs for the second licensing round for petroleum exploration, development and production by closure date for receipt of the AfQs on 30th September 2020.
Robert Kasande, Permanent Secretary of the Ministry of Energy & Mineral Development (MEMD), said: “four (4) of the six (6) firms that submitted the AfQs met the evaluation criteria as spelt out in the Request for Qualification (RfQ) document and will therefore proceed to the Request for Proposal (RfP) stage of this licensing round. The firms were evaluated based on their technical competence, financial capabilities, legal qualifications as well as National Content and HSE track record.
The 4 successful firms include:
- Total E & P Activites Petrolieres, France
- DGR Global Limited, Australia
- Uganda National Oil Company Limited (UNOC), Uganda
- Joint Venture of PetroAfrik Energy Resources East Africa Ltd, Uganda and Niger Delta Petroleum Resources Ltd, Nigeria,
The Ministry will in due course issue the Request for Proposal (RFP) and the Modal Production Sharing Agreement (MPSA) documents to the qualified firms to bid for blocks or a block of their interest after the mandatory acquisition of data in the blocks or a block of interest. A physical Data Room at the Directorate of Petroleum in Entebbe will facilitate quick analysis of data within the blocks by the firms and choice of blocks or block of interest.
The six biddable blocks comprise of the Avivi covering the districts of Obongi, Adjumani, Amuru and part of Arua and with an aerial coverage of 1026km2, Omuka covering the districts of Nebbi, Nwoya and Buliisa and with an aerial coverage of 750km2, Kasuruban covering the districts of Buliisa, Hoima and Masindi and with an aerial coverage of 1285km2, Turaco covering the districts of Ntoroko and with an aerial coverage of 635km2, and Ngaji covering the districts of Kanungu, Rukungiri and Rubirizi with an aerial coverage of 1230km2

The Applicant is an Australian Public Company with Jurisdiction of Incorporation in Australia.
- Joint Venture of PetroAfrik Energy Resources East Africa Ltd, Uganda and Niger Delta Petroleum Resources Ltd, Nigeria. PetroAfrik Energy Resources East Africa Ltd is a private company and new entrant to the Ugandan and Africa E&P market involved and engaged in the continental oil and gas sector. Niger Delta Petroleum Resources Ltd is a public and an Exploration and Production company incorporated in Nigeria with several interests spanning onshore exploration, field development and gas monetization in Nigeria as well as oil and gas development interests in Mexico and Tanzania.
- TOTAL E&P Activities Petrolieres’ is a Limited Liability Company with Jurisdiction of Incorporation in the Republic of France. The company explores, develops, produces and operates oil and gas filed throughout the world.
- Uganda National Oil Company Limited (UNOC) was established under Section 42 of the Petroleum (Exploration, Development and Production) Act 2013 and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act 2013 and incorporated under the Companies’ Act of 2012 as a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the Government of Uganda’s commercial interests in the petroleum sector and to ensure that the resource is exploited in a sustainable manner.
