Uganda Prisons Service land totaling to 106.692 acres in Luzira is missing from the entity’s asset register, the latest Auditor General’s report has revealed.
In his December 2018 report, John Muwanga, the Auditor General says Prisons Service leadership failed to trace records of the land in question.
The Prisons management will now have to appear before the Public Accounts Committee of Parliament that is set to scrutunise the audit findings before making a final report for debate on the floor of Parliament.
Apart from the missing land, Prisons Service has failed to guard their assets after auditors found out that the entity has untitled and unsurveyed land, which has left land with encroachments, disputes and encumbrances in Budaka, Arua, Bukedea, Namalu, Amita, Ngenge, Kotido and Ragem.
The overcrowding in prisons and over-stay of prisoners on remand were the other audit queries the Prisons team failed to explain to the satisfaction of Auditors.
Uganda Prisons also accumulated domestic arrears to a tune of Shs76.88bn and the Prison Authority will have to also explain why they spent Shs717.8bn on items that weren’t budgeted for, without seeking authorization from the Secretary to the Treasury.
The Auditors also noted that Uganda Prisons fell short on their revenue collections, having failed to hit their projected collections by Shs16.7bn which is equivalent to 62%.
