Museveni Directs: “No Person Should Be Arrested For Idle & Disorderly”

President Yoweri Museveni has directed security agencies that no person should be arrested for the crime of “idle and disorderly”.

In a memo seen by this website dated October1, 2019 to concerned security personnel, the Inspector General of Police-IGP, Martin Okoth Ochola says that the President “has also directed that those already arrested for this crime, be released immediately and prosecution discontinued.”

The circular adds that Museveni has directed that all people arrested by Kampala Capital City Authority (KCCA) enforcement personnel in Kampala and are in prison for failure to pay a fine of Shs1m be released immediately but warned not to repeat the offense of selling merchandise on the pavements.
