Kiteezi Tragedy: Museveni Sacks KCCA Executive Director Dorothy Kisaka & Her Deputy 

 Dorothy Kisaka has been dismissed as KCCA Executive Director,

President Yoweri Kaguta Museveni has sacked the Kampala Capital City Authority Executive Director Dorothy Kisaka, her deputy David Luyimbaazi and Dr Daniel Okello, the director for health over the Kiteezi landfill disaster.

In a statement released on Tuesday by the Office of the President Press Unit, Museveni was acting on the report released by the Inspector General of Government. “In a decisive response to the findings of the Inspector General of Government (IGG) report concerning the Kiteezi Landfill disaster…, the President…has exercised his constitutional authority under Article 172 (1) (a) of the 1995 Constitution to dismiss several key officials of the Kampala Capital City Authority (KCCA) in the public interest due to significant evidence of criminal negligence…The IGG’s report clearly outlined the severe oversight and negligence exhibited by these officials,” the statement read in part.

It adds that in light of these findings, the President has also called upon the Criminal Investigations Department (CID) and other crime management agencies to thoroughly investigate the matter further, focusing on the angle of criminal negligence associated with this distressing event.

The President has also directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, to appoint new officials within three months. Additionally, the Minister for Kampala has been tasked with advising the President on interim appointments for the positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place.

In August, the Kiteezi landfill slid burying more than 30 people and displacing many others. Since then, Kampala and its environs are still looking for alternative dumpsites. This has led to garbage piling up in many parts of Kampala and its surroundings.
