Otto Vows To Boycott Sittings Chaired By ‘Biased’ Oulanyah

Controversial Aruu County MP, Odonga Otto has vowed to boycott all parliamentary sitting chaired by the Deputy Speaker of Parliament, Jacob Oulanyah, arguing that he is biased.

Otto prayed that one day the constitution will be amended to allow a non-partisan speaker at a stature of a High Court Judge or Justices of  Appeal to be in the chair.

He cited yesterday’s debate on the ad hoc Committee report on the tortured MPs.

He expressed ‘absolute and utmost displeasure’ on Oulanyah’s conduct during the parliamentary proceedings of the 4th and 5th September when parliament was discussing the subject matter  regarding the life and safety of MPs Robert Kyagulanyi (Kyadondo East) and Francis Zaake .

In a letter to the Deputy Speaker, Otto also accuses Oulanyah of participating in parliamentary debate contrary to rules of procedure.

He claims that that the entire Hansard of September 4, 2018 is full of records of Security Minister, General. Elly Tumwine and Col. Fred Mwesigye.

He claims that Oulanyah goes to the extent of  appointing members not willing or even standing up to talk in the debate.

He gave an example of September 5, 2018 when the Deputy Speaker opted to again appoint Tumwine, who was not even standing up to contribute, leaving out lawmakers who were standing.
