MPs Explain Why Parish Dev’t Model Is Bound To Fail

MPs have warned government that the much-hyped Parish Development Model is bound to fail like all other wealth creation programs if the much needed infrastructure in parishes is not put in place.

 

As MPs prepare to start their two-week recess next week, the government has sensitized them on the parish development model so that they can be able to sensitize and provide oversight on the program to the electorate.

Government has informed MPs that all parish chiefs have been recruited and 119 districts out of the 146 districts have already formed SACCOS.

 

The commissioner policy and planning at the Ministry of Local Government, Cyprian Chillanyang told MPs that out of the Shs100 million each parish will receive, 30 percent of the money will go to women, 30 percent to youth, 20 percent to men, 10 percent to PWDS and 10 percent to the elderly.

 

Chillanyang has also informed MPs that even though each parish will receive 100m shillings each, family will be eligible to receive only one million shillings to fund the enterprise and this money will be loaned to them.

The Rakai district woman MP, Ssubi Kinyamatama, says that this money will not be beneficial without providing them with the much needed water for irrigation and other agricultural infrastructure  unless they want the population to look at this as bonus for electing NRM.

 

The Butiri County MP, Godfrey Wakooli says that the principal behind the project is okay but says that without preparing the communities, this money is going to be eaten by beneficiaries.

The Kimanya -Kabonera Member of Parliament, Abed Bwanika says that even though the program is good in principle, the way it is going to be implemented does not give a lot of hope.

 

Bwanika highlighted that all the projects in the program require more than one million shillings to be implemented yet government plans to give every applicant a maximum of one million shillings.

The Rubaabo County MP, Naboth Namanya says that this program is going to be implemented wrongly and it is likely to follow the footsteps of former wealth creation projects.

 

The Lutembe County MP, Zijan David Livingstone says that he doesn’t understand how the project is going to be beneficial to the population.

The minister of ICT Chris Baryomunsi says that the views of MPs will help them better the program.
