Speaker Among Tasks Gov’t To Investigate Abduction Of Former Minister Naduli’s Son

The Speaker of Uganda’s Parliament, Anita  Among  (pictured) has tasked Government to explain the recent spate of abductions and kidnaps that have rocked the country in the recent months. This is after MPs reported that relatives have approached them about relatives and family members being whisked away by plain clothed security operatives to unknown locations.

“One thing we need to understand is who is doing the abduction because you may be blaming other parties when it is you doing it, we need to bring these people to book. This is a very serious matter. We need to come out clean and expose people who are abducting people because if people are going to be abducted right, left and center, what happens, will we even walk from here to the gate?” Speaker said.

Her remarks were in reaction to a complaint made by Hassan Kirumira (Katikamu South) who said that armed men in civilian clothes attacked and abducted Jakana Naduli, son to former Minister without Portfolio, Abdul Naduli who was reportedly whisked away to unknown location, as he was returning from hospital.

Kirumira said that at the time of his abduction, Naduli had just received treatment following a road accident that left his intestines cut, prompting medics to stitch them together, and Kirumira warned that Naduli’s health could take a tumble because he was kicked in the stomach during the arrest.

“Ensure that this son of the former Minister accesses doctors and gets medical attention. Ensure that the former Minister sees the child, if he offended or did anything I pray  let him be produced in court because it is beyond 48hours,” said Kirumira.

Wilfred Niwagaba (Ndorwa East) informed Parliament that of recent, reports of abductions have increased with media awash with similar reports noting, “These matters of abductions really pain us as citizens and the press reports are now awash with so many abductions, the infamous drones are back, people are being abducted and their places of detention aren’t known. Sincerely why is the NRM government want from the citizens in Uganda?”

However, Speaker Among warned Niwagaba against making conclusions before investigations into the abductions are conducted.

The Leader of Opposition, Mathias Mpuuga however defended Niwagaba that although it is highly probable that some jackals may hide behind, where government is absent, but where government is absent, other people fill the vacuum.

He revealed that he was contacted on Wednesday by a family in Nansana over their daughter Teddy Nalubwama who was whisked away and government can’t explain her whereabouts.

“Where people are observing that government is also involved in abductions and they can’t account, you can’t ask citizens to account. The ‘Nyege nyege’ Prime Minister is saying they will investigate, I would like her to declare here that they are in charge. Could you tell this parliament that you are in charge,” said Mpuuga.

The Prime Minister Nabbanja said she hasn’t heard of the two cases of kidnap and promised to investigate the matter.

“I am hearing this for the first time, the matter will be investigated and the report will be in this house. And anybody who tampers with the security of this company will be dealt with,” she said.

The development comes at the time a report by Parliament’s Human Rights Committee indicated that between January 2020 to January 2022, the Commission recorded 1,205 complaints of alleged human rights violations and of these; torture or cruel, inhuman or degrading treatment or punishment were 443, Deprivation of personal liberty/detention beyond 48 hours 374 cases, Deprivation of the right to life 90 cases, Perpetrators of torture/Deprivation by security personnel 71 and Disappearance of persons 65 cases.

The report further revealed that arising from the investigations by the Uganda Human Rights Commission, there were a total of seven people who are still missing and unaccounted for to date, and these include; John Damulira missing since 21st November 2020, Matthew Kafeero missing since 21st November 2020, Matthew Kigozi since 23rd November 2020, Sarah Namayanja missing since 23rd December 2020 and Agnes Nabwire missing since 23rd December 2020.

The Commission submitted another list of two individuals that have been missing including George Kasumba missing since 8th January 2021 and Ibrahim Chekede missing since 14th December 2021.
