MPs Threaten To Suspend Uganda’s External Borrowing

Members of Parliament on the National Economy Committee has threatened to recommend to Parliament to suspend Uganda’s external borrowing over government failure to meet its obligations on counter funding of different infrastructural development projects across the country.

This after committee chaired by Nakaseke North MP, Syda Bbumba detected that many of the projects especially in the ministry of water and environment are behind completion due to delayed release of counter funding to these projects by the Ministry of Finance.

While meeting the Minister of Water and Environment, Dr. Sam Cheptoris, the Committee observed that some of the water and sanitation projects which include Kampala sanitation project phase II, Farm Income Enhancement Conservation project, the strategic Towns water supply and sanitation project, water and sanitation Infrastructure in the south and western which include Masaka and Mbarara project among others are all behind schedule.

Minister Cheptoris put the blame for under-performance of these projects on ministry of finance which does not take the projects as a priority by releasing the required counter funding in time.

The committee chairperson Syda Bbumba proposed that she will later front a proposal to Parliament to suspend any external borrowing which requires counter funding from government since it has failed to fulfill its commitment on many projects.

Syda Bbumba was supported by Kilak South MP, Anthony Akol.
