Dean Lubowa Saava
The High Court has ordered TikTok content creator Dean Lubowa Saava, who operates under the account TV10 GANO MAZIMA, to pay Shs 100 million in general damages after finding that posts he made against Deputy Inspector General of Government Anne Twinomugisha Muhairwe were false and defamatory.
In the judgment delivered on 24 June 2026 by Hon. Lady Justice Joyce Kavuma in Civil Suit No. 289 of 2025, the court also granted a permanent injunction stopping Lubowa and his agents from publishing any further defamatory material about Muhairwe, and directed him to issue a public apology on the same TikTok page where the statements appeared.
The case arose from allegations that, around July 2025, Lubowa published videos in Luganda accusing Muhairwe of corruption and suggesting she was unfit for public office. Muhairwe argued that the claims were reckless, malicious, and intended to damage her standing as a senior public official, causing ridicule, anguish, and reputational harm.
Court records show that Lubowa was duly served but did not enter an appearance or file a defence.
After reviewing the evidence, including the videos uploaded to ECCMIS, the court found the publications were meant to injure the plaintiff’s reputation and awarded costs of the suit, plus interest on the damages from the date of judgment until full payment.
