Agriculture Ministry PS Warns CAOs Over Non Performance Of Extension Workers

The Permanent Secretary of Ministry of Agriculture, Animal Husbandry and Fisheries has issued a stern warning to District Chief Administrative Officers over the non-performance extension workers.

Major General David Kasura Kyomukama issued the warning to CAOs through a circular dated November 4.

In his circular, Kyomukama said that during the visits by Minister and State Ministers of Agriculture, Animal Husbandry, and Fisheries, the farmers and local leaders raised concerns about the non-performance of agricultural extension officers in the districts.

Kyomukama reminded CAOs that extension officers are under local governments and they should be effectively supervised by their offices.

He warned that since supervision falls squarely on Local governments and the ministry releases funds to them for the purposes, the CAOs will be held accountable for their non-performance.

Kyomukama copied the letter to Ministers of Agriculture, Local Government, and Resident District Commissioners.

The Nakasongola Deputy Resident District Commissioner Jonathan Akweteireho confirmed seeing the letter and said it was necessary to remind the officers.

Abdul Mazinga the Luwero District Speaker says that some extension officers behaved as if they were not under local governments and it was necessary to put them to order.

Mazinga added several farmers in Luwero have never accessed extension officers for advisory services and this has affected their production.

But David Kalungi the Luwero District Secretary for Production says the letter may not create a big impact until the government addresses challenges faced by extension officers which include lack of transport means as well as fuel to visit farmers.
