Cabinet Secrets On Dissolved Gov’t Agencies Leak

The Uganda cabinet has approved plans to dissolve a number of agencies and a cabinet meeting held on Monday endorsed the proposal.

On Tuesday, the country’s minister of information and national guidance, Frank Tumwebaze, revealed why the cabinet agreed to rationalise the agencies.

Below is his statement

BRIEF TO THE MEDIA ON CABINET DECISIONS TAKEN DURING THE CABINET MEETING HELD ON MONDAY 10TH SEPTEMBER, 2018 AT STATE HOUSE, ENTEBBE.

 

Cabinet sat on Monday September 10, 2018 at State House Entebbe under the Chairmanship of H.E the President and;

  1. Noted that the construction and equipping of Mulago Specialized Women and Neonatal Hospital had been completed, and would be open to patients from 17th September, 2018. The Hospital will offer the following specialized services:
  • Reproductive medicine (Assisted Reproductive Technologies, laparoscopic and hysteroscopic surgery);
  • Maternal Fetal Medicine (high risk pregnancies, women with organ transplant, women with recurrent pregnancy loss, In-vitro fertilization (IVF)pregnancies);
  • Urogynaecology (Ureteric re-implantation, complex fistula surgeries and Vaginal hysterectomies reconstruction surgery following Female Genital Mutilation, and advanced reconstructive Gyn surgery);
  • Gynaecological-encology services (Cervical, Vaginal, Endometrial, Ovarian and Vulval cancer surgeries); and
  • Advanced Neonatal medical and surgical services.
  1. Approved the proposal to borrow up to US$104,022,277 from Standard Chartered Bank to finance the National CCTV Network Expansion Project. The money will be used to undertake the following activities:
  • Design and build the main Command and Control Centre, Mobile Command and Control Centres, and Regional Command and Control centres;
  • Video surveillance through the installation of CCTV Cameras across the country;
  • Installation of integrated communication platforms;
  • Integrated case management systems (face recognition software, DNA, among other systems);
  • Development of data centre with disaster recovery sites;
  • Installation of required network infrastructure;
  • Training of staff in all the relevant system; and
  • Operation and maintenance of the system.

 

  1. Approved the recommendations and implementation plan for the rationalization of Agencies, Commissions and Authorities. The rationalization is required;
  • To align the functions, structures, plans and budgets of Government Institutions based on National strategic goals and priorities for efficiency in the provision of public services.
  • To eliminate functional ambiguities, duplications and overlaps among Government Institutions;
  • To eliminate wasteful expenditures in Agencies, Commissions and Authorities with a view to allocating those resources to other priority areas for socio-economic development of the country;
  • To harmonize wages between employees of Agencies, Commissions and Authorities and traditional Public Service in order to improve motivation of Public Officers; and
  • To streamline the legal and institutional frameworks to ensure the retained Agencies, Commission and Authorities are well aligned and more accountable to the citizens and mainstream Government Ministries.
