Dr. Rogers Matte
The National Planning Authority (NPA) has appointed Dr. Rogers Matte (pictured) as the new Deputy Executive Director.
Dr. Matte is an accomplished economist and public policy expert with extensive experience in national development planning, public service, and academia. He holds a PhD in Economics from Makerere University, a Master of Arts in Economic Policy and Planning, and a Master’s degree in Public Administration. Prior to his appointment, Dr. Matte served as the Senior Manager for Research and Development Performance at NPA, where he played a central role in coordinating research, policy analysis, and performance monitoring to support evidence-based planning and decision-making.
Dr. Matte previously represented Ntoroko County in Parliament from 2001 to 2006. He later served at the Population Secretariat, where he contributed to the implementation of the National Population Policy. In addition, he has served as a lecturer at Kyambogo University, where he taught macroeconomics.
Commenting on the appointment, Mr. Charles Musana, the Manager for Information Advocacy and Public Relations at NPA, described Dr. Matte as a seasoned professional with extensive experience in development planning and economic policy. He noted that the position became vacant following the retirement of the former Deputy Executive Director.
Dr. Matte’s appointment comes at a critical time as the National Planning Authority continues to spearhead the implementation of Uganda’s Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy, and the country’s long-term aspirations under Vision 2040. The Authority plays a central role in producing and coordinating the implementation of national development plans.
In a related development, Dr. Winnie Nabiddo has been assigned the duties of the Senior Manager for Research and Development Performance. She holds a PhD in Economics from Makerere University.
Other appointments include Mr. Richard Wansambo as Manager for Regional, Urban and Local Government Planning; Mr. Dhikusooka Gyaviira as Acting Manager for Evaluations and Compliance; Mr. Kasaijja Ronald as Senior Planner for Economic Governance, Integration and Management; and Mr. Katumba Emmanuel Ssenkeezi as Acting Senior Communications Officer. Mr. Musana congratulated all the appointees and wished them success as they assume their new roles.
