Kampala Capital City Authority (KCCA) is seeking an additional UGX12Bn to purchase land within the city to construct seed schools in divisions without Government aided schools.
The revelation is contained in the report by Parliament’s Education and Sports Committee for the 2026/27 Ministerial Policy Statement for the Education sector that was tabled in April 2026, by James Kubeketerya, Chairperson of Education Committee.
“The Committee observed that there is significant congestion in public secondary schools in Kampala, and therefore the need for at least 2 seed secondary schools per division in Kampala, in addition to supporting expansion to improve access to secondary education for children from disadvantaged backgrounds. The Committee was informed that KCCA requires UGX12Bn to purchase land for the construction of seed schools,” Kubeketerya noted.
The Authority also requested for additional funds to implement the removal of asbestos sheets in Kampala Schools, an exercise that will require UGX1.05Bn to cater for the refurbishment and removal of asbestos sheets in 3 schools (Mengo P/S, Katwe Martyrs P/S and City High School).
Still under the education sector, KCCA also requested for additional UGX1.6Bn to install lightening protection in 79 UPE and 22 government aided secondary schools in order to boost protection and safety of schools from lightening, while another UGX3Bn is required by the Authority to construct 264 toilet facilities in government-aided primary schools to improve sanitation in schools and increase pupil-to-student ratio to 40:1 in government-aided primary schools.
Under the sports sector, Parliament was informed that the ongoing construction of the KCCA FC Phillip Omondi Stadium, which government committed to under taking in a phased manner, and whose works are ongoing (estimated at 65%), has stalled without funding for three consecutive financial years. KCCA requires UGX39Bn to complete the construction of the stadium.
Kubeketerya made several recommendations noting, “The Committee recommends that Ministry of Finance allocate KCCA additional; UGX12Bn to purchase land for the construction of seed schools. UGX1.05Bn to cater for the refurbishment and removal of asbestos sheets in 3 schools (Mengo P/S, Katwe Martyrs P/S and City High School. UGX1.6Bn to install lightning arresters in 79 UPE and 22 government aided secondary schools UGX3Bn to construct 264 toilet facilities in government aided primary schools. UGX39bn in a phased manner to complete Construction of Phillip Omondi Stadium.”
