Members of parliament sitting on the public service and local government committee have protested the budget proposal by the Ministry Public Service for brand new vehicles to be gifted to former political leaders.

The committee chaired by Martin Ojara Mapendezi while receiving budget framework paper presented by the ministry’s permanent secretary Catherine Bitarakwate Musingwiire noted that government intends to procure vehicles worth 7.2 billion shillings for former leaders like president, vice president and prime minister as part of their emoluments and benefits.

MPs including Hoima city East lawmaker, Patrick Isingoma ,Kabweri county mp Stephen Mugole and  Bardege-Layibi Division MP, Martin Ojara Mapenduzi described this budget provision for former leaders as a double entitlement  .

Mapenduzi said that former leaders who are entitled to these emoluments and are still earning as presidential advisors would be better to wait and consider those who are totally not earning

Kabweri County MP, Stephen Mugole observed the need to review the two conflicting  laws to avoid  double entitlements for former leaders.

Public Service PS, Catherine Bitarakwate Musingwiire told the committee members that the double entitlements to former leaders is brought by conflicting laws like the Presidents, prime minister  emoluments Act 2010 and the parliament Administration Act.
