State Minister for Water Ronald Kibuule will not be investigated by Parliament’s Rules, Privileges and Discipline Committee for smuggling a gun into the chambers of parliament last week.
Rules committee Chairperson Clement-Ongalo Obote says that although suspended, alongside other legislators, Kibuule’s case was never referred to the committee by the Speaker of Parliament Rebecca Kadaga.
He said the directive from the Speaker only mentions MPs that were engaged in fist-fights during a chaotic sitting on September 26, but does not make orders regarding Kibuule smuggling a gun into the chambers as she had earlier communicated on the floor of parliament.
A claim that Kibuule had smuggled a gun into parliament, triggered the first round of fist fights between MPs on Tuesday. They hurled insults, blows and chairs at each other.
“He was suspended and I think this is why our terms of reference at the moment don’t include him.” Ongalo said during a planning session of the committee this afternoon. The committee is preparing for investigations into the chaos that marred parliament a week ago, leading to injuries and destruction of property.
Kibaale County MP Richard Oseku observed that it would be unfair to probe other accused MPs and leave Kibuule out.
