Syda Bbumba Calls For Creation Of Upper House For Elderly After Election Loss

Outgoing Nakaseke North MP,  Syda Bbumba has called for the establishment of a second Parliament (Upper House)comprising of only elders to advise on how to run the country instead of leaving it to the young population.  

The Former Minister of Finance made the while paying tribute to former Minister Kisamba Mugerwa during a special sitting at Parliament today.

Bbumba lost to National Unity Platform’s Allan Mayanja Ssebunya in the recently concluded general elections after garnering 7,042 against her opponent’s 9,298 in Nakaseke Central.

At the moment, Bbumba is representing people of Nakaseke North and had shifted to Nakaseke Central to waive off fierce competition she faced in 2016, thinking a change in constituencies would save her.

Bbumba called for creation of a second chamber that would accommodate elders because most of the elderly MPs have been pushed out of Parliament by the youthful generation.

“During the making of the constitution, there was a proposal to set up an upper house, I think this is the debate to reactivate the debate because there is a lot of older people with a lot of knowledge who are being wasted. We need these people somewhere where they can guide this country and especially now that the MPs coming in, the age is getting lower and lower, we need to get these senior people so they can advise the country.”

It should be recalled that ahead of the January 2021 general elections, 47 more new constituencies and 5 more positions for the elderly were created , further expanding the 11th Parliament to 529 MPs.   

Leading tribute to the fallen Kisamba Mugerwa was First Deputy Prime Minister, Moses Ali who described the deceased as a diligent leader, distinguished agricultural economist  who shaped Uganda’s destiny.

Kisamba 75, passed on 8th January 2021 and was Chairman of Microfinance Support Center at the time he succumbed to COVID at Mulago hospital.
