Stephen Tanui Appointed Kampala Metropolitan Police Commander

Senior Commissioner of Police Stephen Tanui has been appointed the new Kampala Metropolitan police commander replacing Moses Kafeero, in a reshuffle, announced last evening by the Inspector-General of Police, Martin Okoth Ochola. Tanui has been the commandant of the Mobile Police Patrol Unit.

Kafeero now returns to his former post as the commander of Bwebajja Command and Senior Staff College. He was posted to Kampala in Ochola’s first act as IGP when he took over from Gen Edward Kale Kayihura in March 2018. The office was earlier on occupied by Frank Mwesigwa, the current commandant of the Police Tourism Unit.

Ochola also appointed Senior Superintendent of Police Andrew Kaggwa as the new Flying Squad Unit – commandant, replacing Godwin Turamye. The unit had become infamous during the reign of Gen Kayihura for reportedly torturing suspects at Nalufenya police station. At the time, it was commanded by Assistant Commissioner of Police –ACP Herbert Muhangi.

Kaggwa was once charged in Police Court for commanding policemen who clobbered supporters of four-time presidential candidate Dr Kizza Besigye. He was then convicted by the Police Court chaired by Dennis Odongpiny and demoted to Superintendent of Police, but appealed against the sentence and he maintained his rank.

Anne Tusiime has been moved from Logistics and Engineering where she has been serving as deputy director and appointed to the same position in Human Resource Development. ICT director Felix Baryamwisaki has been moved to Logistics and Engineering as acting Senior Commissioner of Police in charge of construction.

CP John Kamya who has been commandant Bwebajja Command and Senior Staff College has been appointed acting CP Human Resource Administration. CP Yusuf Ssewanyana has been appointed acting director ICT.

ACP Ezra Mujabwani has been appointed as acting deputy director ICT, ACP Enock Beine who has been Regional Police Commander –RPC for greater Masaka has been moved to West Nile as RPC. ACP Paul Nkore has been moved from North Kyoga to greater Masaka as RPC.
