Kampala Capital City Authority leadership has denied funding the erection of Billboards welcoming President Yoweri Museveni in the city during the recent PDM recent tours in Kampala.
This is as the officials were interacting with MPs on COSASE to respond to the auditor general’s queries for the financial year 2023/2024.
COSASE Vice Chairperson, Allan Mayanja, who is also the Nakaseke Central MP, questioned the authority on the source of funding of these billboards which have portraits of the President and the KCCA Executive Director.
In response, Kampala Lord Mayor, Erias Lukwago, denied knowledge over the matter, noting at an appropriate time they also had plans of asking for answers over the same billboards.
This prompted COSASE Chairperson, Medard Sseggona to task the KCCA deputy executive director, Benon Kigenyi to clarify on the matter.
Kigenyi informed the committee that the authority did not spend any funds as this was a gift to the authority.
Asuman Basalirwa, the Bugiri Municipality MP, was not impressed by the KCCA explanation and wondered if the authority just allows anyone to utilize their symbols.
The MPs earlier expressed concern over the pulling down of posters and billboards of some politicians despite this being a political season.
The director legal services at KCCA, Frank Rusa at informed MPs that the authority has this mandate but the lord mayor Erias Lukwago disputed this position. Rusa said they plan to engage political parties over the matter.
Sseggona wondered why the authority would think every candidate belongs to a political party.
Lukwago also noted that they discussed this issue and realized they have no mandate.
Kigenyi informed the committee that they had targeted political parties because there was an increase of posters placed in dangerous places and they thought the leadership of political parties will help them deal with this issue.
Sseggona demanded to know why the authority only suffocates a few political parties and allow others to operate as they wish.
