Uganda’s government has failed to recover Shillings 54.3 billion that was disbursed to the various youth groups under the Youth Livelihood Program-YLP, a report from the Gender, Labor and Social Development Ministry has revealed. The money is part of the Shillings 64.4 billion disbursed to 8,963 youth groups across the country since the inception of the program.
According to local news agency, URN, the report issued by the Gender, Labor and Social Development Ministry, Permanent Secretary, Pius Bigirimana shows that Shillings 17.5 billion was disbursed to 2, 398 youth groups in 27 districts in the first phase of the project in the 2014/2015 Financial Year . Another Shillings 46.9 billion was disbursed to 6, 565 youth groups in 111 districts in the second phase of the program in the 2016/2017 Financial Year.
Records from the Gender, Labor and Social Development Ministry show that government has failed to recover Shillings 54.3 billion disbursed in two financial years. According to the report, only Shillings 3 billion was recovered from the Shillings 17.5 billion in the 2014/2015 Financial Year as by May 5th 2017 leaving an outstanding balance of Shillings 14.5 billion.
The report also shows that only 1,533 out of the 2, 398 youth groups that received the money in the first phase have returned part of the money reflecting a 17 percent recovery performance. The reports also shows that Abim and Wakiso districts are the worst performing of the 27 districts that received the funds in the 2014/2015 Financial Year.
