Defilement: CID Headquarters Intervenes As Councilor Eludes Police For Months

The Criminal Investigations Directorate-CID has taken up a case in which, Charles Mutebi, the Kalungu Rural Sub-county LCV Councilor is accused of aggravated defilement.

It is alleged that Mutebi, who also doubles the District Education and Health Secretary defiled a 14-year-old girl after tricking her to enter his house to pick a container to buy for him food from her mother’s restaurant.

The incident reportedly occurred on September 30, 2021, at Mutebi’s residence in Kaliiro village in Kaliiro parish-Kalungu Rural sub-county. However, the councilor has eluded local police for nearly four months.

Muhammad Nsubuga, the Southern Regional Police spokesman, says that the CID Headquarters intervened following constant pleas from the victim’s family and the public to arrest the suspect.

He says that a case file CRB/284/2021 was sent to the CID headquarters where the matter is being handled. Nsubuga has appealed to the victim’s parents to give them more time to track and arrest Mutebi and produce him in court.

In the victim’s account, when she entered the house, Mutebi locked the door and chloroformed her before defiling her. She gained consciousness later only to see her dress stained with blood and her private parts hurting.

Mutebi reportedly threatened to kill her in case she told anyone about what happened. It is until when her health deteriorated forcing her parents to take her to Villa Maria hospital in Masaka where she recounted the whole story.

Her father, Baptista Ddungu, 40, lodged a complaint at Kalungu police station but the investigating officer-Richard Tumukwasibwe, who was assigned to follow up on the case, reportedly neglected the matter.

Ddungu says that Mutebi approached them and offered to give them Shillings 50,000 to settle the matter but they declined his offer and continued pursuit for justice. Caleb Tukaikiriza, the Kalungu Resident District Commissioner, has pledged to follow up on the matter up to when the girl’s family gets justice.

Mutebi couldn’t be reached for comment on the allegations leveled against him.
