Fellow Ugandans and, especially the Bazzukulu
I acknowledge some of the responses of the 562,263 people that saw my message which you call in your mysterious social-media language “post”.
Permit me, please, to continue using my bush language of “message”. I also travelled to South Africa and Tanzania to Kushaka (look for business opportunities for Uganda). I am now back and we can resume our discussion when I have time.

The picture you saw, I was in your Govt plane flying to Japan for the Japan-Africa Summit. I write my messages in long hand and my staff- Precious and Samantha type them and, then, I proof- read them and make the corrections before they bring the final copy that I, then, approve for sending. They then either bring the printed responses or I can read from the laptop as I was doing in the plane. I like writing articles and manuscripts by long hand. It helps me to think better. Leadership is about thinking, not anything else.

Musasizi A Amon Ok, while supporting my message, wanted me to make him “the minister of the Born Again churches in Uganda”!!! What sort of minister – Reverand or Govt minister? If it is Govt minister, then it cannot be for only the “Born Again Churches”.
Makwasi Enos Enny, while supportive, was unhappy about the delayed tarmacking of the Namagumba- Budadiri- Nalugugu Road.” You people of little faith”(the Bible in the Book of Mathew 8:26). If the Tirinyi road could be done, the Lwakhakha Road could be done, the Kapchorwa – Mbale – Suam Road could be done, the Tororo – Mbale – Soroti Road could be done, why would it be impossible to work on the Namagumba- Road? Kamwe kamwe nigwo muganda (one by one, makes a bundle). Makwasi, do not kwekwaatsa( use excuses). The road from Budadiri to Mbale, even when still murram, provided it is well graded and graveled, will transport pigs or chicken from Budadiri to Mbale. I am sure the pigs and the poultry will not go on strike and refuse to be transported to Mbale for sale. When I settled in Rwakitura in 1967, there was no tarmac road in the area.
Even the murram road was impassable. I, however, generated alot of wealth there. Teach the Bazzukulu to make the hairstyle according to the shape of the head (oku Omutwe guri, enshuunju nikwo itegwa). However, we are working with ADB to tarmac the Namagumba Road.
James Okeny seems to be informed about the motives of the reactionaries (those who do not like progress). He has pointed out that the anti-NRM groups are, mainly, elements that do not want to earn an honest living. These are the “mugoba line” groups (speculators) taking advantage of the pre- NRM shortages of consumer goods; then the naive deceived by the charlatans; those who do not like the Independence of Uganda, brought about by our co-operation with China in terms of accessing financing that has no political pre-conditions; and those against our intention to build our oil-refinery and only want us to export only crude oil. It is good that you have such in-depth understanding. What is your contact?
Kiwujjo Nnume did not finish his sentence on “empty-headed” people.

Jelder wonders why only the old people benefit from OWC. Contact your MPs on this. If they are not co-operative, give me your contact through this means. First try to contact them. Why am I only giving direct support to the youth in Kampala and Central? It is not only the central youth groups that I supported. I also supported the groups of Rukungiri. All this was pilot (trial – to see how it works). We are now launching the 16 myooga Saccos per district.
You remember my statement of the “Four Sectors and Seven Ways for Job and Wealth Creation?” If you only do poultry and fruits on the four acres out of my seven recommended enterprises, it is fine. Start that way.
Sam Otau Okiror is happy to see me “hooked” on the social-media. I am not hooked on the social-media. I only go to the social-media after I finish my meetings, doing my paperwork, or when I am in the field activities (economic or military exercises), or if in Rwakitura or kisozi, after inspecting my cattle. I cannot be watching social – media when I am in my cattle or doing Govt work. I recommend the same to all of you. Work for, maybe, 12 hours and, then, watch news to know what is happening in the world and, then, use some hours to deal with the social-media, exercise and sleep by 23:00 hours. Do not be on social-media all the time. That is sterility (obuguumba).
Edward Beyendeza appreciates my work and also understands the principles of NRM.

Rogers Kagaba appreciates but wants to know whether mafias in Uganda are real. There are no mafias in Uganda. There are corrupt and criminal individuals but they are easy to get rid of because the NRM has alot of power. There is nobody who can criminally challenge the NRM in Uganda. However, since the NRM is a force of justice, we never go against anybody without evidence. Therefore, those who are just talking of mafia are wrong and panicky. Patiently gather evidence, bring it to the authorized people and we shall strike.

Agama Phillip thanks me for keeping the citizens informed but is worried about the schools and the health sector. Why do we still have children studying under trees? The classrooms in permanent materials in Govt primary schools were 28,000 by 1986.
The classrooms in permanent materials in 2017 were 160,341. There is supposed to be a Govt Primary School in each Parish. A total of 8,513 parishes now have, at least, one Govt Primary School each. There is a total of 9,648 parishes in Uganda. Parishes in Uganda are no longer wide. A parish could share with a neighbouring one in case they do not have their own Primary School yet. Give specific examples so that I can assess.

Oryem Kissinger is talking of building regional stadia. I know about the Stadia. However, we had to start with the Schools, Health Centres, the tarmac Roads, the electricity, the ICT backbone – that is why you are on the internet and, of course, Defence and Security. That is why we have not done much on the Stadia. We cannot do everything at one go. However, for now, we are aiming at doing Akii – Bua in Lira and Buhinga in Fort-Portal. I know that sports, is now a business. When we are ready, we shall move decisively in that area.
Omuganda Ggele wants me to support him in his agricultural project. I do not want to start the culture of giving support through the social-media. Join the relevant Saccos that are being rolled out in the districts – the myooga Saccos. Let the Social-media remain a channel for exchange of information.
Swalleh Salim Freeman wants the NSSF savers to use their money annually. I want Finance and Labour to answer that. They are more conversant.
Jones Segei wants us to meet before he either dies, or I die. Jones Segei, again, I do not want to start that culture of using the social-media for arranging meetings because it will divert the purpose of this inter-action which is: to get your ideas and, you, mine. I thank him for appreciating.
Angel Jaspa, congratulations on being a celeb in your village. Which village is that? Webale munno (you see how close Lusamia is to Runyoro and Rutooro).
Sawa Sawa, thanks for supporting me. However, do not divorce your husband just because of politics. He has no right to stop you from expressing your political preference, nor do you have the right to coerce him to support what he does not like. Let each one respect the choice of the other one and separate politics from family matters. Unless, of course, there are other issues.

Amach Irene, thanks for appreciating the conversion of the P.O. Box gentleman to using social-media. My advice to the computer Scientists among the Bazukullu is to make their own computers instead of just using other people’s computers. Computers are electronics. Our scientists should master the utilization of those electronics.
Katabs Andrew wants me to upgrade to iphone because it is efficient and secure. It is a quick way of communicating, of course. I know that. I am the one who built the ICT backbone and invested in the under-sea cable. Even the telephone companies that have their own underground backbones are licensed by Govt. Previously, before these investments, communication was through satellites, which made it very expensive. When we taxed OTT, we made distinction with educational materials (such as: Google, YouTube and any website). That was not taxable. Do you not agree that people can use the social-media to gossip, not to learn? Do you not agree that people can use social- media to preach hate and to tell lies? Social – media is a means of communication, like an Airport or a Port. When you import medicine, you do not pay tax. When you import spirits and perfumes, you pay tax. It is the same route but used differently. Nevertheless, Katabs Andrew appreciates my inter-action on the social-media.
Otukei Alex has never voted for Museveni. However, he is beginning to appreciate the direction Uganda is taking. He is thinking about voting for the NRM. Eyalama noi. I forgot to start with; yoga, akilonyo.
Kimbowa Richard wants to meet me and wants scientists to be assisted. By copy of this message, I am directing Dr. Elioda Tumwesigye to get in touch with Kimbowa Richard and guide them as to how and when they can get support.
Isaac Gumoshabe prefers exporting fresh food rather than value addition which requires more capital. Money is money. If you can get good money from exporting fresh products, do so. Otherwise, even value addition is achievable. Let us concentrate on using UDB funds and get everybody to put more funds instead of wasting money with travel. I am not going to the U.N- too much money for questionable value. In Japan, I got Kampala fly-overs, technical schools and a new bridge across the Nile, near Karuma.

Emma Ssembatya, I totally agree that corruption must be eradicated and will be eradicated. Do you remember the ministry of Finance people that were arrested? How about a Minister of State that was arrested? It is just a matter of evidence that is all.
Nvule Hassan, is complaining about taxes. I do not support local taxes at all. Who is taxing you? The national taxes are well thought out: no tax on agriculture, no tax on machinery for production, no tax on medicine, no tax on raw – materials, in fact, no tax on production. Taxes are only on luxury consumption ─ beers, spirits, cosmetics, cars, fuel etc. etc. There could be a light tax on Sugar or soap. List the taxes you are talking about.
John Paul JP Tumwine appreciates my inter-acting with the young people through the social- media. This is good. I, however, also encourage you to use your youth MPs. Hon Breeze Sarah Babirye Kityo is the youth MP for central; Hon. Mwine Mpaka for West; Oscar Omony Otema for North; and Hon. Ishma Mafabi for East. There is also the national female representative for Youth, Anna Ebaju Adeke. Why don’t you send your views to them? How about the youth councillors? Try to use these delegates, please.
Ssenoga Salvado Moses, using a laptop is not such a difficult thing. The ideas to put through the internet are more important. It is not the how, but the what, that Africa needs most.

@ShemixR, thanks for appreciating. Kadoba Moses, there is a vice- President and a Prime Minister. I cannot be in the cabinet all the time. Cabinet meets every Monday. Like last Monday, I had to leave that day to Japan. I, however, get all the Cabinet Papers. I may not have noticed that one on account of the volume of work.
There are topics I cannot miss: Defence, electricity, the railway, the roads, Industry etc. However, the President, constitutionally, is the head of Govt. If there is anything wrong, whether he was aware or not, he can come in and solve it.
@Ssenkaayi, let my PPS remind me about the issue of labour exploitation, for necessary action or response. However, my advice on this is always to know the income of the company, know the costs and see how much profit the company is making. Then, you can rightly demand a fairer share. Until recently, the companies in Uganda were having high costs of electricity, high costs of transport and high costs of money (interest rates). Check all that. If the companies collapse because of high costs, you will have no job.

Alice Kaboyo, get in touch with Mutungi Ronald Kategaya. He says that his parents contributed but he has not benefited. Mutungyi, the resistance was not a business. Many people contributed, many died and the reward for everybody was freedom. There was no material gain because the numbers were very big. It is not feasible to pay each. However, from the beginning, we started programmes to help the veterans or their descendants; entandikwa, akasiimo, OWC, the Luwero Triangle Fund etc. Especially, with OWC materials, the officers in the Luwero Triangle and the Rwenzori, started with the Civilian veterans (members of the secret committees, members of the elected committees, the people who gave ebibira for camps of NRA, militias, guides and general supporters). Who in the Luwero Triangle and the Rwenzori that is in those categories did not get that support and why? Contact Minister Galabuzi if you or your parents were in those categories, but did not get that support.
Tingiira Johnbosco says they have alot of Milk in Kiboga and they need an investor. Musinguzi of my office, to contact Tingiira, get facts and bring them to me. The factory at Akageeti (Rwomukyenkye) has not been getting enough milk.
We are going to build the modern Standand Gauge Railway and repair the old one.

Thanks for appreciating. Okano EMar, I have already explained the OTT tax. It was targeting gossip but not educational material. Compensation in Northern Uganda and Teso will be handled next financial year decisively. Hitherto, we have been putting in the budget Sh 20bn for the 3 areas: Teso, Lango, Acholi. Next financial year, we shall put bigger money. We shall study your idea of not giving cash to the compensatees that are not used to money.
All the above were appreciative and their ideas were constructive. There were, however, other people that were negative. I, however, salute them for bringing out their views. There is no question that I cannot answer directly or indirectly.
Amama Julian is very annoyed with PS Finance who frustrated her project for no good reason. The weakness, however, is that I wonder whether Julian ever contacted her MP. If you did not, that is a mistake. Those MPs are there to forward your legitimate needs to the Govt. If, however, you did and your project was a good one, tell me through this channel and I will follow it up. The Father-in-law of Moses advised him to use the method of delegating work –somebody to be responsible for tens, fifties, hundreds and thousands.
This is in the Book of Exodus chapter 18 verse 21, it says: “But select capable men from all the people- men who fear God, trustworthy men who hate dishonest gain- and appoint them as officials over thousands, hundreds, fifties and tens.”
We can hold accountable all those that are frustrating our Country- whether political or technical.
Warid Khalid totally loves the old man as a good leader. However, he will not support me for the next Presidential campaign. Why? He is tired of voting. Warid that is not fair. How about us who spent 20 years -1966-1986- fighting the killings that were going on? Do not Kukongora. You need a stable Country.
Charity Obadia Thomas is frustrated by corrupt People who want bribes. I wish you could give me some proof of those corrupt people and you see how I deal with them. Have you talked to your MP? If you have not, do so. If he/she is as useless as the corrupt people, come back to me.
Business is business- you can sell fresh or processed, depending on the income. The more the money earned, the better.
Tandeka Junior, wants to know what happened to oil. Nothing happened to the oil. All the 6.5 billion barrels so far confirmed is safe in the ground. When all the hurdles have been solved, then the oil will start flowing to the oil refinery in Hoima and to Tanga through the Pipeline.
Simeon Bwango Rwabwogo Akiiki wants to know whether I pay OTT to access the social –media. The answer is a big: Yes. I pay.
Bbosa Fred John says that when I write or talk, I present myself as “very calm”. However, what is reflected on the ground is totally different. He thinks that I am too much of a “politician” and Uganda now “deserves better”. “Deserving better”,is why we go for votes. You vote for the candidate of your choice. However, regarding your pessimism of everything being bad, I cannot agree with you and many Ugandans do not agree with you. You only need to read New Vision or even the enemy Paper, the “Monitor”. They always contain stories about farmers who are harvesting money etc. Check yourself. You may be lazy.
Ntume Lawrence is also very pessimistic. He says that we survive only on God’s mercy. That is not true. God helps those who help themselves- Lubaale mbera, nembiro kwotadde. Why is Uganda a safe haven for Refugees in the region? Why are People running from other countries to Uganda? It means that some people are doing things right.
Zizinga Godfrey wants those selling human organs to be punished. He wonders why I do not punish them. Nakalema get in touch with Zizinga. Help with the information about the criminals.
What is @CPhoste saying? Please clarify.

Diana @dianawatson608 observes that Jjajja surely “akadiye” although they still have me up to 2045. It says in the Book of Joel chapter 2 verse 13 that we should rend our hearts, not our clothes (mutagure emitima yaanyu, bitari’ by’ okujwaara byaanyu). The mukadde is very strong. Want to prove it, Diana? Come for the health walk next year. However, more seriously, concentrate on the “what”, not the “who”. “What is to be done”. That is the crucial question.
Storm Uganda, wonders about my agreement with President Kagame. The process is continuing. It is not for the press.
Dieudonne Ciza @dede_ciz says that some families were harmed. Will they get compensation? If it is legal, they will be compensated. Talk to Umubaano. They can bring up those issues in an organized way.
