Good morning madam Honorable, I hope this letter finds you in good health.
And if not erroneous, you are the shadow minister for Kampala and simultaneously the spokesperson of the Peoples’ government as so labeled.
I root to tag along on you quite often on many media appearances, social media, among where you have constantly proclaimed to be a teacher, a subject to interrogation.
Given the stimuli of Diplomas attained at slanted institutions, one is forced to think that you only qualified to be a miss informer investing in misleading your students’, the Ugandans.
Most distinguished and most unexpected of you was when I was watching one of the TV talk shows and heard you make a statement devoid of a leader like you!
I quote, “Where is my friend Kagigyi, I think I have fully overshadowed him and why is he silent now? Though sometimes I wonder whether government has something new to be talked about, but I still feel Minister Tumwebaze has disappeared.”
Madam honorable, “if indeed the word honorable is not an over statement, you are a teacher, as so claimed, but for today, let me be your senior and Professional teacher, request to offer you some intelligibility so that we avoid miss-informing the world in close proximity.
If you have been taking notes as a teacher, your Doctor of Law (Honoris Causa) from Makerere University, H.E the President of the Republic of Uganda, Y.K Museveni has and is still traversing the country on a wealth creation campaign with a great message of household economic empowerment. The President is doing commendable communications work with awareness of mindset and attitude change towards development. This is among the many roles he is mandated to do as the CEO of the country.
By the way, madam teacher, Hon. Frank is a cabinet minister and Article 111 (2) of the 1995 Constitution of Uganda as amended states that the functions of the cabinet shall be to determine, formulate and implement the policy of the government and to perform such other functions as may be conferred by this constitution or any other law.
In this regard, it is irrefutable that Hon. Frank Tumwebaze is behind a number of policies that are steering development in the ICT sector of the country notably the ICT innovation fund that is breeding a blend of innovations in health, education, agriculture among others giving a hope to a number of skilled and gifted innovators to exploit their talent through financial and skills support and enhance service delivery e.g the free internet (MYUG) in Kampala and its neighboring towns, among others.
Let’s not go far, a few days back he was in media inaugurating the UBC board and on 11th May of this year,he was with his Excellency the President commissioning the internet connectivity in Koboko, the launch was in Koboko District for phase four of the national backbone infrastructure connectivity project for West Nile and Karamoja sub-regions, what else do you want from Kagyigyi.
Well, did you switch on your TV screen on Tuesday ?,the Media centre director Mr. Ofwono Opondo presented to the nation all the cabinet decisions made on the previous day, I hope you remember that Media centre is under Ministry of ICT.
Self proclaimed madam Teacher, let me enlighten you a little about the Ministry of Information Communication Technology & National Guidance.
The ministry of information, Communications technology and National Guidance is composed of a number of agencies with mandates to achieve the national goals of the sector and these include but not limited to UCC, UBC, Posta Uganda, Uganda Media centre, and Uganda Media Council; These are effectively doing the government communications and related quality control, policy compliance, regulations; the NITA U’ which is an autonomous statutory body established under the NITA-U Act 2009, to coordinate and regulate Information Technology services in Uganda.
On the same talk show, you exhibited some ignorance on the Uganda –Rwanda border row. The matter subjected to diplomatic re-alignment by concerned stake holders cannot be managed like a misunderstanding on a malwa pot.
Unless, if your ears are bent to receive a diversionary kind of Government communications and fixed on negativity, you should then be highly informed that the minister of foreign affairs has always given us appropriate update on the matter.
Therefore, madam teacher, kindly appreciate that communication is a sensitive area of governance with potency of causing a detrimental effect if caressly done under duress from people like you.
Conclusively, I request you to submit a request of any area under the ministry and the government you would like to get informed about and am certain the competent team under the ministry and its agencies will serve you to satisfaction.
I hope you will be a better teacher after reading this literature.
