Otafiire On Merging of Agencies: ‘They Had Created a Govt Within a Govt’

The Minister of Justice and Constitutional Affairs, General Kahinda Otafiire has explained the major reasons behind government’s decision to merge various agencies, revealing that the ‘mushrooming’ agencies had created a parallel Government.

“The agencies bloated up to 153 and we realized many were doing more or less the same thing. Many agencies resulted to sort of creating a parallel government. There was a government within a government,” Otafiire said.

The Minister made the remarks Thursday morning while meeting MPs on Legal and Parliamentary Affairs Committee during the consideration of the Security in Movable Property Bill 2018.

Otafiire’s remarks were in response to concerns raised by MPs on how Government intends to undertake its plans at the time the whole system is about to be changed.

Otafiire assured the MPs that the merging of industries wouldn’t cripple work in Government, arguing that the decision would boost efficiency as some of them were performing similar roles as Commissions in the Justice Ministry.

Early this week, Government announced the merging of mushrooming agencies, saying that they had bloated Government’s expenditure budget with the Ministry of Public Service saying that the merged agencies were consuming over Shs900bn in wage bill.
